 XPSuite is sold on a per developer user basis.  Each developer requires a unique license.  For developers with multiple computers, the same license may be utilized on all computers, as long as only one computer is being used at a time.  We offer multiple developer discounts for companies which require more than one copy (license) of XPSuite.  XPSuite is royalty free, so your end users do NOT require a separate license.
